Hês-azè Bî (/jèˈfevɪ/ /ˈazè/ [central] [spasm; seizure]) is a subtropical Town located in the Rehîêro Zone of the Union of Engineers.

The name Hês-azè Bî is derived from the Iron Elvish language, as Hês-azè Bî was founded by Helêb Shêmtê, who was culturaly Iron Elven.

Climate

Hês-azè Bî has a yearly average temperature of 24°C (75°F), with its average temperature during the summer being a hot 31°C (87°F) and its average temperature during the winter being a cool 17°C (62°F). Hês-azè Bî receives an average of 219 cm/y (86 in/y) of precipitation, most of which comes in the form of rain during the fall. Hês-azè Bî covers an area of nearly 5 km2 (2 mi2), and an average elevation of 1642 m (5387 ft) above sea level.

Overview

Hês-azè Bî was founded durring the early 10th century, by Helêb Shêmtê. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Helêb Shêmtê.

Hês-azè Bî was built using the conventions of Iron Elven durring the early 10th century. Naturaly, all settlmentss have their own look to them, and Hês-azè Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Hês-azè Bî is buildings are arranged arrounded highly ordered system of narrow paverstone streets which form hexical paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. Unfortuantly, these millitarily questionable fortifications are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.

A look around Hês-azè Bî makes it abundantly clear the town suffered something horrible some time ago. It's as if the town itself is depressed. Smiles are few, cheer is nowhere to be had. Everyone quietly goes about their daily business not looking anyone in the eye.

Civic Infrastructure

Hês-azè Bî possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.

Hês-azè Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Hês-azè Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Hês-azè Bî's parks.

Hês-azè Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Hês-azè Bî.

Hês-azè Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Hês-azè Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Hês-azè Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Hês-azè Bî's public wards, blessings, and other arcane systems.

Hês-azè Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Hês-azè Bî's natural decorations nor waterways.

Hês-azè Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Hês-azè Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

The locals are in a state of despair and dull apathy. They've lost the things that used to give them pride and hope, with the best among them carrying on out of habitual duty and the worst giving ready hands to shameful deeds and ignoble acts. No one really believes the future can be better, and most seek only to satisfy immediate appetites.

Hês-azè Bî's chapel was built using a different architectural style from the rest of the town. The style used is which made use of the classical orders and mathematically precise ratios of height and width combined with a desire for symmetry, proportion, and harmony. It used columns, pediments, arches and domes are imaginatively in buildings of all types. Decorative features were seen as largely unnecessary as the sheer beauty of the structure itself was often close to art. However, many buildings with large ceiling spaces had their ceilings decorated with elaborate paintings, simply because the large flat spaces could feel wasted.

Hês-azè Bî's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves performance art to channel Invocation energies of tier 2 via mimery.
